The history of the origin of the racetrack in Oregon's metropolis of Portland is as unique as it is strange. In 1948 a burst dam flooded the town of Vanport, which was located on what is now the current site of the circuit. The flood waters washed away all the buildings. All that remained were the roads, which from then on were used as a racetrack. The remains of the settlement along the side of the circuit gave it a particular appeal. Over the years, this original variant has been unable to keep pace with the increasingly strict safety requirements in professional racing.

Today the racetrack is a professional motorsport facility with a capacity of 86,000. It primarily hosts stock car races. The circuit, which can be divided into two sections and is almost completely flat, also has a drag strip and a motocross circuit.
